The Operational Friction
Multiple agencies shared responsibility for public communication during a regional emergency, but had never exercised a joint response together. Each agency had its own procedures, and there was no tested process for aligning a single public message across departments under time pressure.
The Architecture Blueprint
We designed a simulated natural disaster scenario requiring coordinated action across five agencies, with a strict timeline for public communication decisions.
A facilitator ran the session live, presenting escalating injects and tracking how quickly departments aligned on messaging and next steps. The after-action report documented response times, decision points, and clear recommendations for future joint exercises.
